Michael A. Bukowski , Senior Vice President, Head of Refining

Mike Bukowski joined PBF Energy in March of 2024 as Senior Vice President, Head of Refining. Mr. Bukowski joins PBF with over 30 years of energy industry experience in technical, operations, and plant and corporate leadership roles. Most recently, with Phillips 66, he was Vice President, Regional Refining for the Midcontinent and Atlantic Basin, with overall responsibility for the safe, reliable, environmentally sound operations and strategic direction for five refineries. Mr. Bukowski’s prior role with Phillips 66 was Vice President of Refining Transformation, when he led the due diligence, planning, and implementation of a multi-faceted transformation within Phillips’ Refining Business Unit, including designing a new Refining organization and aligning employees with Refining and corporate strategies. Previously, he was Vice President, Refining Strategy and Planning responsible for developing and managing Phillips’ long-range refining plan, expense budgeting processes, and new project portfolio. Before that, he led the development of regional strategies for Phillips 66's Refining, Midstream, and Marketing assets, managing a project development team to translate strategy into execution. In addition, he served as Bayway Refinery General Manager after joining Phillips 66 in 2016. Previously, Mr. Bukowski was General Manager of Sunoco’s Philadelphia Refinery. While Vice President and General Manager of Chemicals Manufacturing for Sunoco, he developed and executed a strategic improvement plan for five production plants. He was also Vice President of Sunoco's Mid-Continent Refining Complex, which included overseeing operations of their Toledo and Tulsa, OK refineries, after serving as Toledo Refinery Manager.
